Yang Fengrui, executive deputy secretary-general of the National Narcotics Control Commission and director of the Bureau of Narcotics Control of the Ministry of Public Security, said in response to a reporter’s question that regarding the purchase and trading of precursor chemicals, for the purchase of enterprises, the “Regulations” stipulates that cash transactions are not allowed and can be passed through banks. Allocate or trade by check. However, except for individuals who legally purchase pharmaceutical precursor chemicals and Class III precursor chemicals in the first category of the Regulations. According to the Regulations, enterprises that manufacture and manage precursor chemicals must meet the following requirements: For production and management of precursor chemicals in the first category, apply to the State Food and Drug Administration for production and business licenses. The production and operation of non-pharmaceutical precursor chemicals in the first category shall apply to the provincial production safety supervision and management department for production and operation licenses; the production and operation of the second type of precursor chemicals shall be subject to The municipal-level production safety supervision and management department shall put on file for the record; the production and operation of the third type of precursor chemicals shall be filed with the municipal and county-level production safety supervision and management departments of the district; the "Regulations" shall have been engaged in the production of precursor chemicals before implementation. In the case of chemical production or business operations, the license shall be renewed in accordance with the provisions of these Regulations within six months from November 1. Otherwise, the production and operation of precursor chemicals will not be allowed to continue.
